Russia Draft Drug Policy says no to harm reduction

The Russian State Anti-drug Committee developed and posted on their website a Draft Strategy of the National Anti Drug Policy which makes controversial statements and has important omissions that threaten the future of HIV prevention among injecting drug users (IDUs) in Russia. Among key objectives the strategy indicates  (Section 3.2).

More than 120 participants from at least 11 countries in Asia Pacific attended this meeting. They were from Indonesia, Thailand, India, Nepal, Australia, Myanmar, Philippine, Malaysia, Cambodia, China, and Japan.

A manifesto for the responsible use of drugs and alcohol

I am a productive and socially useful member of society.

I consume substances that change the way I feel, these substances could be tobacco, caffeine, alcohol, cannabis, cocaine, ecstasy, psilocybin or any one of the huge number of psychoactive substances in existence.

I use these substances for anyone of a number of reasons, cultural, religious, spiritual, to alleviate physical or mental suffering or simply for pleasure.

A highly engaging narrative from Tao Ruspoli about his family. These people have experienced addiction to various forms of substances, including heroin, cocaine and opium.

The old Prince Ruspoli is particularly interesting; he has smoked opium for many years in a finely crafted opium pipe, practising the full ritual with all of its art and culture, as opposed to to the industrialized poison of addiction (his terms for heroin, crack and tobacco). The film encourages some differentiated thinking in a field characterized by black and white generalizations.

Part two of Tao Ruspoli's film about the various forms of drug use and addiction that took place within his family. The Ruspolis are an aristocratic Italian family.

The Prince began taking heroin in the dark days of World War 2. He hated the dependence on his dealer, and in time he transferred his use to opium, of which he speaks lovingly and authoratively. He was married to American actress Debra Berger, who  speaks candidly of her own addiction to heroin.

Part three of this movie includes some home movie footage of Prince Alessandro Ruspoli smoking opium, in the old style, lying on the hip (this is the origin of the term "hip", as in hip scene, and another reference to the many ways in which opium has marked our culture.)

The film-maker's brother, meanwhile, describes his experience of shooting up heroin and cocaine. As the camera finds him , he is part way through the process of withdrawal.

Part four of Just Say Know continues Tao Ruspoli's exploration of his family and their drug use. His mother, actress Debra Berger, began using drugs when she was 12, and speaks of her heroin addiciton as being "lost in darkness". His brother Bartholomeo has spent years injecting heroin and cocaine.

Tao himself appears to have no problematic relationships with substances. His film won best documentary award at the Other Venice film festival.
